We ended up abandoning the development of a singular VBO to wrap the HTTP interface. Instead, we have a series of Powershell scripts that encapsulate many of the actions available via the runtime resource HTTP interface. In addition, there is now a Powershell VBO on the Digital Exchange that you can use to execute the resource PC scripts from within a Blue Prism process.
